<\/span><\/h2>\n\n\n\nFollowing\nvehicles may be facilitated for scrapping to the Authorised Scrapper:<\/em><\/strong><\/p>\n\n\n\n\n- Vehicles which haven\u2019t been issued a fitness certificate in accordance with Section 62 of the Act;<\/li>\n\n\n\n
- Manufacturing rejects & tests vehicles as may be certified or authorised by the Vehicle OEM;<\/li>\n\n\n\n
- Vehicles that have been declared obsolete\/surplus\/beyond economical repair by the State or Central Organisations of the Government and have been informed for scrapping;<\/li>\n\n\n\n
- Vehicles which have outlasted their application or utility, particularly for projects on highways, farms, mining, power, etc., may be self-certified by the owner;<\/li>\n\n\n\n
- Seized, abandoned, and auctioned vehicles by any Enforcement Agency;<\/li>\n\n\n\n
- Vehicles which haven\u2019t renewed their Original Certificate of Registration in accordance with Rule 52 of the CMVR<\/strong>;<\/li>\n\n\n\n
- Vehicles which have been damaged due to natural disaster, riot, accident, fire, or any calamity, following which the registered owner self-certified the same as scrap;<\/li>\n\n\n\n
- Vehicles bought by any agency comprising AVSF in an auction for scrapping the vehicles.<\/li>\n<\/ol>\n\n\n\n
<\/span>Documents\nRequired from the Owner or the Authorised Representative <\/span><\/h2>\n\n\n\nThe\nAuthorised Scrapper shall accept the FORM-2<\/em><\/strong> and the applicable original\ndocuments from the owner or the Authorised Representative are as follows:<\/p>\n\n\n\n\n- Original Registration\nCertificate;<\/li>\n\n\n\n
- Authorisation from the\nregistered owner;<\/li>\n\n\n\n
- Original Fitness Certificate;<\/li>\n\n\n\n
- Certificate or order confirming\nthe same of the vehicle of the registered owner accompanied with any proof of\nsuccession;<\/li>\n\n\n\n
- It shall be examined that\nlease, hire-purchase, or hypothecation agreement in the Registration\nCertificate of a vehicle required under Sub-section (2) of Section 51 of the\nMotor Vehicle Act has been duly discharged;<\/li>\n\n\n\n
- Certificate or order confirming\nthe vehicle sale in a public auction in their favour duly signed by the\nindividual certified to conduct the auction;<\/li>\n\n\n\n
- In instance of inheritance, the\nDeath Certificate of the actual registered owner accompanies any succession\nproof.<\/li>\n<\/ul>\n\n\n\n
Also,\nthe Authorised Scrapper shall accept the copies of the following documents from\nthe owner or through an authorised representative:<\/em><\/strong><\/p>\n\n\n\n\n- Copy of the owner’s PAN Card;<\/li>\n\n\n\n
- Crossed cheque of the owner\u2019s\nbank account;<\/li>\n\n\n\n
- Address proof of the owner like\nlatest Water Bill, Land Line Telephone Bill, Electricity Bill, piped cooking\ngas, etc.;<\/li>\n\n\n\n
- Digital photo of the actual\nowner or authorised representative physically handling over the ELC to the\nauthorised Scrapper, or a photograph of the owner duly pasted in Form-2 and\ncounter-signed by the owner;<\/li>\n\n\n\n
- Id proof of the authorised\nrepresentative (if required) such as Aadhar Card, Driving License, Passport,\nVoter Card, Photo Id issued by the Central or State Government Organisations.<\/li>\n<\/ul>\n\n\n\n
<\/span>Some Basic\nRequirements to Start a Vehicle Scrap Business in India<\/span><\/h2>\n\n\n\nFollowing\nare some basic requirements to start a Vehicle Scrap Business in India:<\/em><\/strong><\/p>\n\n\n\nRight\nto Inspection:<\/em><\/strong><\/p>\n\n\n\n\n- In order to make sure\ncompliance with guidelines, the Authorised Scrapper should keep the AVSF, the\nrecords and registers recording the transaction of vehicles and scrap\ngeneration & its responsible disposal to authorised recyclers, and all the\nequipment, apparatus, and machinery in the AVSF premises, ready for inspection\nby the Designation Office or Licensing Authority of the State or UT Government.<\/li>\n\n\n\n
- Physical Site & Inspection\nvisits should only be carried out:<\/em><\/strong><\/li>\n<\/ul>\n\n\n\n
\n- When a report of non-compliance\nby the valid authority or a public complaint has been received by the Licensing\nAuthority concerning Authorised Scrapper;<\/li>\n\n\n\n
- Such complaint has been\nforwarded to the Scrapper to file a written response within three working days;<\/li>\n\n\n\n
- The response has been examined\nand an opportunity is given to the Scrapper to provide further clarifications\nwithin 3 working days;<\/li>\n\n\n\n
- The clarifications &\nresponse given are insufficient in the opinion of the Licensing Authority and a\nsite inspection is warranted;<\/li>\n\n\n\n
- Such site visits must be duly\nauthorised or certified by the Licensing Authority or the designated officer in\nthe State or UT Government.<\/li>\n<\/ol>\n\n\n\n
Installation of CCTV Cameras<\/em><\/strong>:<\/p>\n\n\n\n\n- The Authorised or Certified\nScrapper shall install CCTV cameras at the scrapping yard, in the customer\n& vehicle reception area. The scrapping record should be saved in the\nAuthorised Scrapper\u2019s IT System for a period of 3 calendar months;<\/li>\n\n\n\n
- Access to the CCTV cameras\ninstalled in the facility may be given to the authorised or certified agencies\nas may be declared by the UT or State.<\/li>\n<\/ul>\n\n\n\n
Scrapping Yard<\/em><\/strong>:<\/p>\n\n\n\n\n- In view of the large size and\nvoluminous nature of the scraps to be handled, the dismantling facility should\nbe establish in a large area having enough space for vehicular movement, as\nwell as storage for the ELVs or products received and recyclable material\nremoved.<\/li>\n\n\n\n
- To make sure that safe\noperating practices are followed, Centres are expected to follow occupational\nHealth & Standards, ISO 45001. All Centres shall engage trained &\nskilled manpower to process the End of Life vehicles, products and other\nscraps.<\/li>\n\n\n\n
- The facility should be equipped\nwith a de-pollution system, preferably with a zero discharge system and\ndismantling work shall be done by making use of the best available technology\nfor processing the end of life vehicles, products and other scraps. The facilities\nshall comply with relevant health & safety regulation & environmental\nnorms as laid down by MoEF and SPCB or CPCB for such operations & Hazardous\n& Other Wastes (Management & Transboundary Movement) Rules, 2016<\/em><\/strong>.<\/li>\n\n\n\n
- It must fulfil the criteria of\nan enough gated area to handle, de-pollute, and dismantle ELVs, white goods and\nother scraps, and a facility for measuring radiation as is followed for import\nof scrap. ELVs shall require material handling machines to lessen human\nintervention and create safe workplaces.<\/li>\n\n\n\n
- The Collection Centre should\nhave dry areas (free from water logging), impermeable surfaces such as asphalt\nor concrete flooring and roads, enough workshop facilities for in-house\nmaintenance, a fire protection system, etc., to maintain safe workplaces &\nall other measures for keeping pollution under control.<\/li>\n<\/ul>\n\n\n\n
The Authorised Scrapping Yard should have:<\/em><\/strong><\/p>\n\n\n\n\n- Appropriate safety and\noccupational health equipment;<\/li>\n\n\n\n
- Suitable industrial-grade\nlighting & ventilation system;<\/li>\n\n\n\n
- Certified de-polluting\nequipment to make sure zero leakage of pollutants during draining of fluids,\nfuels, liquids, and gases;<\/li>\n\n\n\n
- Designated areas for storing\nscrap which occurs from the process, to cater to the material; specific\ndownstream industries. No transport vehicles for carrying hazardous waste,\nspares, generated scrap are to be parked in public spaces;<\/li>\n\n\n\n
- Radioactive detection\nequipment;<\/li>\n\n\n\n
- All flooring should be\nnon-permeable concrete or epoxy coated flooring;<\/li>\n\n\n\n
- Training or practices area for\ntrained & skilled manpower to manage such a facility in a proper and\nenvironmentally friendly manner;<\/li>\n\n\n\n
- The Authorised Vehicle\nScrapping Facility must have suitable effluent treatment plants or water\nrecycling plants as needed for pollution-free operations;<\/li>\n\n\n\n
- Conformity to noise pollution\nstandards as may be specified from time to time;<\/li>\n\n\n\n
- Clearly\ndesignated space for storage of automotive hazardous waste like batteries,\noils, gases, tyres, fuel, and liquids;<\/li>\n\n\n\n
- Material handling equipment for\nthe safe transportation of scrap, spares, and waste products;<\/li>\n\n\n\n
- Sufficient\nwarehousing space for handling & storage of segregated spares that may be\nrefurbished for reuse;<\/li>\n\n\n\n
- Suitable\ndismantling equipment & best available technology for the activities,\ndefined viz de-polluting, shredding, bailing, de-risking, dismantling, etc.;<\/li>\n\n\n\n
- Certified\nde-risking equipment for safe neutralisation or removal of airbags,\npre-tensioner, etc.;<\/li>\n<\/ol>\n\n\n\n
\n- These scrapping yards should\npreferably accredit their centres or units with the latest version of quality\nstandards viz. ISO 9001, ISO 45001, ISO 14001 within 12 months of commencement\nof operations.<\/li>\n\n\n\n
- In case the Authorised Vehicle\nScrapping Facility don’t have enough capability or provisions for responsible\nrecycling of hazardous waste or for recycling of scrap material, then such\nmaterials are to be sold to duly certified agencies or recyclers who have\nenough licence and capability. A record of the transactions shall be\nmaintained, clearly stating the volumes off-loaded and the name, PAN, GST,\nauthorisation number, and other commercial details of the authorised agency or\nrecycler.<\/li>\n<\/ul>\n\n\n\n
