It has to be unique for every festival and occasion. It adds\nvalue to their sentiments. Thus, they are cautious as a customer about the\npurity of each piece of jewellery, and they look for BIS registration for\njewellers every time they buy jewellery, be it at any price or from any place.\nEvery jewellery requires registration which certifies its purity.<\/p>\n\n\n\n<p>Ministry\nof Consumer Affairs, Food and Public Distribution is a regulatory body that\ngrants registration under the provisions of the BIS Act, 2016, along with BIS\n(Hallmarking) Regulations, 2018.&nbsp;&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Bureau of Indian Standards<\/h2>\n\n\n\n<p>The\nBureau of Indian Standards (BIS) is a National Standard Body which is\nestablished under BIS Act, 2016 in India. It is established for\nstandardization, making and certification of the goods and other matters\nsimilar thereto and also for their mutual development. It provides safe,\nreliable quality goods, minimize health problems and risk to customers,\npromotes export and import and controls the proliferation of varieties through\nstandardization, testing and quality certification.<\/p>\n\n\n\n<p>BIS tests the product and then issues a standard mark which gives the conformity for safety and quality of such products when printed or embossed on them. These marks of <a href=\"https:\/\/corpbiz.io\/bis-registration\"><strong>BIS registration<\/strong><\/a> for jewellers, for metals like gold and silver, are commonly known as Hallmarks.&nbsp;<\/p>\n\n\n\n<p>BIS\nhas issued several guidelines for grant, operation, renewal and cancellation of\nthe certificate of BIS registration for jewellers.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">BIS Hallmarking Scheme\u00a0<\/h2>\n\n\n\n<p>The Government of India mandated the <strong>BIS<\/strong><sup><a href=\"https:\/\/en.wikipedia.org\/wiki\/Bureau_of_Indian_Standards\"><strong>[1]<\/strong><\/a><\/sup> to start hallmarking scheme for golds in 2000 and for silvers in 2005 to protect citizens of India from any adulteration and to obligate the jewellers for maintaining legal standards of purity. The BIS hallmarking scheme contains granting of registration of jewellers and recognition to <strong><a href=\"https:\/\/corpbiz.io\/assaying-and-hallmarking-centre\">Assaying and Hallmarking (A&amp;H)<\/a><\/strong>.\u00a0<\/p>\n\n\n\n<p>Quality\ncontrol order for hallmarking of gold was issued by the Government of India on\nthe 15th of January 2020, and it shall be enforced from the 1st of June 2021.\nNow, it is mandatory for all jewellers who are selling gold to register with\nBIS and have hallmarked golds only in grades of 14, 18 and 22 carats.&nbsp;<\/p>\n\n\n\n<p>Hallmarks are certificates to confirm that the gold and silver sold by the jewellers are genuine. A jeweller who wants to obtain such marks on his products has to apply for <a href=\"https:\/\/corpbiz.io\/hallmark-registration\"><strong>BIS Hallmark registration<\/strong> <strong>for jewellers<\/strong><\/a>.\u00a0\u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Procedure for BIS Registration for\njewellers<\/strong><\/h3>\n\n\n\n<p>A\njeweller is required to obtain a BIS Registration for his outlet or premises to\nrun the business related to hallmarked gold jewellery. The registration is\ngranted to the jewellers when the application is in the prescribed format,\nalong with all the requisite documents and the fees and signing of the\nagreement for license by both BIS and the jeweller. For hallmarked silver\njewellery, the jeweller has to obtain another BIS registration by filling out a\ndifferent application.&nbsp;<\/p>\n\n\n\n<p>After\nthe grant of registration or license, one has to follow the terms and\nconditions mentioned under the agreement. Any deviation in purity and\nnon-conformations of these terms and conditions or other guidelines will result\nin the cancellation of BIS registration for jewellers and may attract penalties\ninitiated by the BIS.<\/p>\n\n\n\n<p><strong>Corporate\nLicense&nbsp;<\/strong><\/p>\n\n\n\n<p>Under\nthe hallmarking scheme of BSI, the jewellers are required to obtain\nregistration for the sale of hallmarked articles\/jewellery for each outlet they\nown, but a jeweller under the same management can obtain a corporate license to\ncover all the sales outlets he owns. Certain terms and conditions are\napplicable on such licenses, and some discounts are also available for the corporate\nregistration fee. This Corporate License is for such jewellers who have five or\nmore outlets.<\/p>\n\n\n\n<p>The\nfollowing steps need to be followed to obtain BSI registration for jewellers:<\/p>\n\n\n\n<ul>\n<li>Filing the online application form on Manak Portal.<\/li>\n\n\n\n<li>Uploading requisite documents<\/li>\n\n\n\n<li>Payment of appropriate fee<\/li>\n\n\n\n<li>If any correction is needed, this would be intimated to the applicant, and he has to make corrections within 14 days.<\/li>\n\n\n\n<li>If the application gets rejected, then the fee will not be refunded.<\/li>\n\n\n\n<li>The license will be granted within three days of submission of the application      form.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>These\nsame steps have to be followed for the renewal of BSI registration for\njewellers, but the failure of renewal will not affect the validity of this\nregistration as it is granted for a lifetime.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Documents required BIS\nRegistration&nbsp;<\/strong><\/h3>\n\n\n\n<p>The\nfollowings are the required documents for BSI registration for jewellers:<\/p>\n\n\n\n<ul>\n<li>The self-certified copy of any of the documents as proof of establishment of thefirm:<\/li>\n\n\n\n<li>Registration with the authority of the state government, or certificate of registration by the registrar of the company, or<\/li>\n\n\n\n<li>In the case of a partnership firm, a registered partnership deed, or<\/li>\n\n\n\n<li>In the case of a proprietorship, a certificate from the Chartered Accountant<\/li>\n\n\n\n<li>The self-certified copy of any of the documents as the proof of Firm\u2019s premises:<\/li>\n\n\n\n<li>Registration with the authority of the state government, or<\/li>\n\n\n\n<li>Trade license, or<\/li>\n\n\n\n<li>VAT Registration\/Sales Tax, or<\/li>\n\n\n\n<li>Income Tax assessment order, or<\/li>\n\n\n\n<li>Property tax receipt, or<\/li>\n\n\n\n<li>Rent agreement with last rent receipt, or<\/li>\n\n\n\n<li>Sale\/lease deed, or<\/li>\n\n\n\n<li>Electricity bill, or<\/li>\n\n\n\n<li>Telephone bill, or<\/li>\n\n\n\n<li>Water bill, or<\/li>\n\n\n\n<li>Bank Statement\/ passbook containing the details of address of the premises\/ sales outlet.<\/li>\n<\/ul>\n\n\n\n<p>These\nabove-mentioned documents should not be older than three months.<\/p>\n\n\n\n<table class=\"table table-bordered\">\n<ul><li>Any of the documents proofing the identity of the signatory on the applications:<\/li><li>Aadhar Card, or<\/li><li>PAN Card, or<\/li><li>Driving License, or<\/li><li>Voter Identity Card, or<\/li><li>Passport, or<\/li><li>Photo Bank ATM Card, or<\/li><li>Photo Credit Card, or<\/li><li>CGHS\/ECHS photocard, or<\/li><li>Arms license, or<\/li><li>Ration\/ PDS photo card, or<\/li><li>Freedom Fighter photo card, or<\/li><li>Identity card with photo issued by any gazetted officer, or<\/li><li>Disability Card\/ Handicapped Medical Certificate issued by State Government, or<\/li><li>Photo Identity Card issued by Educational Institutions, or<\/li><li>Kisaan Photo Passbook.&nbsp;<\/li><li>Additional Documents:<\/li><li>Map indicating the location of the premises.<\/li><li>An agreement on a non-judicial stamp of Rs. 100.<\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Fee Structure<\/strong><\/h3>\n\n\n\n<p>Per\noutlet, the registration fee is Rs.2,000 in case of fresh as well as renewal of\nBIS registration for jewellers.&nbsp;<\/p>\n\n\n\n<p>Following\nis the fee structure for obtaining single license\/registration and a corporate\nlicense:<\/p>\n\n\n\n<ul>\n<li><strong>Fee for single registration:<\/strong><\/li>\n<\/ul>\n\n\n\n<table class=\"table <\/td><\/tr><\/tbody><\/table>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Exemption from Hallmarking<\/strong><\/h3>\n\n\n\n<p>The\nGovernment of India has exempted certain factories and small jewellers from\nobtaining BIS registration for jewellers:<\/p>\n\n\n\n<ul>\n<li>The jewellers who have an annual turnover of Rs. 40 lakhs&nbsp;<\/li>\n\n\n\n<li>Any article with a weight less than 20 gm.<\/li>\n\n\n\n<li>An article meant for export that conforms to specifications required by the foreign buyer.&nbsp;<\/li>\n\n\n\n<li>The jewellery for international exhibitions&nbsp;<\/li>\n\n\n\n<li>The jewellery for domestic business to business exhibitions as approved by government authorities<\/li>\n\n\n\n<li>Export and re-import of jewellery as per the trade policy of the Indian Government<\/li>\n\n\n\n<li>An article in the gold thread<\/li>\n\n\n\n<li>The article in the course of consignment from outside India to an Assaying and Hallmarking Centre in India as per BIS (Hallmarking) Regulations, 2018.&nbsp;<\/li>\n\n\n\n<li>Gold bullion in any shape, such as bar, plate, sheet, coil, strip, foil, wire or tube.<\/li>\n\n\n\n<li>Special jewellery like Kundan, Polki and Jadaau.<\/li>\n\n\n\n<li>A gold watch and fountain pen.<\/li>\n\n\n\n<li>An article used for medical, industrial or scientific purposes.<\/li>\n\n\n\n<li>Any article which is manufactured but not substantially complete and intended to be further manufactured.&nbsp;<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Conclusion&nbsp;<\/strong><\/h2>\n\n\n\n<p> The BIS registration for jewellers is granted as assurance that the jewellery being sold is pure and out of any adulteration. It is for the protection of customers and also helpful to the jewellers as it is certification of purity of their products. A marking is done by BIS, which is either done by laser or punching. The Government has now made the provisions stating that the BIS registration is mandatory for all jewellers. Any jeweller wishing to obtain the registration can apply online on the Manak online portal of BSI.
