EPR shall be applicable to both pre and\npost-consumer plastic packaging waste;<\/li><li>As plastic waste is a part of\nsolid waste, hence, both the rules apply to managing plastic waste in the\ncountry;<\/li><li>The rules also mandate or\ncommand the responsibilities of local bodies, waste generators, street vendors,\ngram panchayats, and retailers to manage plastic waste.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Necessity_of_EPR_Guidelines_for_Plastic_Wastes\"><\/span>Necessity of\nEPR Guidelines for Plastic Wastes<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The\nEPR Guidelines for Plastic Wastes provide a framework to strengthen the\ncircular economy of plastic packaging waste, promote the progress of new\nalternatives to plastics &amp; deliver further next steps for moving towards\nviable plastic packaging by businesses. The reuse of rigid or stiff plastic\npackaging material has been mandated in the guidelines to lessen the use of\nfresh or new plastic material for packaging.<\/p>\n\n\n\n<p>The\nfeasible prescription of a minimum level of recycling of plastic packaging\nwaste collected or gathered under EPR (Extended Producer Responsibility) along\nwith the use of recycled plastic content will further lessen plastic\nconsumption &amp; support the recycling of plastic packaging waste.<\/p>\n\n\n\n<p>The EPR guidelines for plastic wastes will give a boost for further development or progress and formalisation of the plastic waste management sector. In a noteworthy first, the guidelines allow for the purchase &amp; sale of extra EPR Certificates, thus establishing a market mechanism or system for <a href=\"https:\/\/corpbiz.io\/epr-authorization-for-plastic-waste-management\"><strong>plastic waste management<\/strong><\/a>.<\/p>\n\n\n\n<p>The\nimplementation of EPR will be done via a customised online platform which will\nperform as the digital backbone of the system. The digital platform will allow\ntracking &amp; monitoring of EPR obligations and will lessen the compliance\nload for companies via online registration and filing of annual returns. To\nmake sure monitoring of the fulfilment of EPR obligations, the EPR guidelines\nfor plastic wastes have prescribed a system of verification &amp; audit of\nenterprises.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"New_EPR_Guidelines_for_Plastic_Wastes_%E2%80%93_A_Brief\"><\/span>New EPR\nGuidelines for Plastic Wastes \u2013 A Brief<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p><strong><em>There\nare four different categories of plastic packaging specified:<\/em><\/strong><\/p>\n\n\n\n<ol><li><strong><em>Category &#8211; 1<\/em><\/strong>:\nThis category will comprise rigid plastic packaging.<\/li><li><strong><em>Category &#8211; 2<\/em><\/strong>:\nThis category includes flexible plastic packaging of a single layer or\nmultilayer, plastic sheets, and covers made of plastic sheets.<\/li><li><strong><em>Category \u2013 3<\/em><\/strong>:\nThis category will include multi-layered plastic packaging (minimum of one\nlayer of plastic &amp; at least one-layer of material other than plastic).<\/li><li><strong><em>Category \u2013 4<\/em><\/strong>:\nThis will include plastic sheets or like used for packaging as well as carry\nbags made of compostable plastics.<\/li><\/ol>\n\n\n\n<p><strong><em>The\nguidelines for plastic wastes also include:<\/em><\/strong><\/p>\n\n\n\n<ul><li>Establishing an online portal\nby CPCB or Central Pollution Control Board for the registration and filing of\nannual returns by importers, brand owners, and producers, plastic waste\nprocessors of plastic packaging waste by March 31.<\/li><li>The EPR target will be raised\nto 70% in 2022-23 &amp; 100% from 2023-24 onwards.<\/li><li>For the first time, the\nguidelines allow for the purchase &amp; sale of extra EPR Certificates. Hence,\nestablishing a market mechanism for plastic waste management.<\/li><li>Producers of plastic packaging\nwill have to manage 35% of the Q1 waste in metric tonnes in 2021-22.
