steps for encouragement of preferential\ntreatment for making use of energy efficient equipment or appliances;<\/li>\n\n\n\n<li>Promotion of innovative\nfinancing for energy efficient projects;<\/li>\n\n\n\n<li>Providing financial assistance\nto institutions and agencies for promoting the efficient use of energy and its\nconservation;<\/li>\n\n\n\n<li>Preparation of educational\ncurriculum on efficient use of energy and its conservation;<\/li>\n\n\n\n<li>Implementation of\ninternational co-operation programmes in respect of efficient use of energy and\nits conservation;<\/li>\n<\/ol>\n\n\n\n<p>The Bureau of\nEnergy Efficiency have been established with effect from 1st March, 2002 vide\nSO 269(E), dated 1st March, 2002. It is a body corporate by the nature of its\nexistence and is having perpetual succession and a common seal, with following powers\nsubject to the provisions of this Act:<\/p>\n\n\n\n<ol>\n<li>&nbsp;to acquire, hold and dispose of movable and\nimmovable property, and <\/li>\n\n\n\n<li>to contract, in its own name ,\nalso sue or be sued. <\/li>\n<\/ol>\n\n\n\n<p>The head office of the Bureau is being located at New Delhi.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Management_Committee_of_BEE\"><\/span>Management Committee of BEE<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The Governing Council engaged\nin the superintendence, direction and management of the affairs of the Bureau,\nshall be consisting of not less than 20 (twenty) but not exceeding 26 (twenty\nsix) members which shall be appointed by the Central Government. The Governing\nCouncil may exercise all powers and do all acts and things which may be done to\nachieve the goals and purpose of the Bureau.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Meetings_of_Governing_Council\"><\/span>Meetings of Governing Council<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The meetings of the Governing\nCouncil shall be presided over by the Chairperson. In case the Chairperson is\nabsent, any other member shall be chosen by the members present from amongst\nthemselves at the meeting&nbsp; who shall\npreside over the meeting. All the questions&nbsp;\ncoming up before any meeting of the Governing Council shall be decided\nupon by a majority vote of the members present and voting, and in the event of\nequal votes, the Chairperson or in his absence, the person presiding as decided\nabove, shall have a second or casting vote.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Director-General_of_Bureau\"><\/span>Director-General of Bureau<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The Central\nGovernment has appointed a Director-General from amongst persons of ability and\nstanding, who are having the adequate knowledge and experience in dealing with\nthe matters relating to energy production and consumption, supply management\nand energy conservation, standardisation and efficient use of energy and its\nconservation. <\/p>\n\n\n\n<p>The ruling term of office of the Director-General is up to five years from the date on which he enters upon his office or until he attains the age of 60 years, whichever is earlier. The Director-General shall be the Chief Executive Authority of the Bureau.<\/p>\n\n\n\n<p><strong>Also Read:<\/strong> <strong><a rel=\"noreferrer noopener\" href=\"https:\/\/corpbiz.io\/learning\/bee-registration-process-in-india\/\" target=\"_blank\">BEE Registration Process in India: Explained<\/a><\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Powers_of_the_Bureau_of_Energy_Efficiency\"><\/span>Powers of the Bureau of Energy Efficiency<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ol>\n<li>The Bureau shall recommend to the Central\nGovernment the underlying norms for processes and energy consumption standards\nrequired.<\/li>\n\n\n\n<li>The Bureau shall also recommend to the Central\nGovernment about issuing of the energy saving certificates.<\/li>\n\n\n\n<li>The Bureau shall also recommend about the labelling\npattern of various appliances, showing their energy usage and conservation\ndata.<\/li>\n\n\n\n<li>It shall also recommend for filtering any user or\nany particular class of users under the Act.<\/li>\n\n\n\n<li>Necessary steps shall be taken by the Bureau for\ncreating the awareness and systematic dissemination of the information.<\/li>\n\n\n\n<li>Conduct of examination for capacity building and development\nof services in the field of energy conservation including valid certification\nof energy managers and energy auditors.<\/li>\n\n\n\n<li>Implementation of international programmes for\nCo-operation in relationwith the efficient use of energy and its conservation as\nmay be assigned to it time to time by the Central Government;<\/li>\n\n\n\n<li>Any other function as may be prescribed.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Obligations_of_the_Bureau\"><\/span>Obligations of the Bureau<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p><strong><em>Budget <\/em><\/strong><\/p>\n\n\n\n<p>The Bureau\nshall prepare, in such manner and at a particular time in each financial year, as\nmay be prescribed, its budget for the next financial year, showing its\nestimated receipts and expenditure and shall forward the same to the Central\nGovernment. <\/p>\n\n\n\n<p><strong><em>Annual report <\/em><\/strong><\/p>\n\n\n\n<p>The Bureau\nshall prepare, in such manner and at such particular time in each financial\nyear as may be prescribed, its annual report, giving a full account of all its\nactivities during the previous financial year, and shall submit a copy of the\nsame thereof to the Central Government. <\/p>\n\n\n\n<p><strong>&nbsp;<em>Annual\nreport to be presented before Parliament <\/em><\/strong><\/p>\n\n\n\n<p>The Annual\nReport shall be laid before the Parliament from time to time as may be caused\nby the Central Government.<\/p>\n\n\n\n<p><strong><em>Authentication of orders and decisions of Bureau <\/em><\/strong><\/p>\n\n\n\n<p>All proposed orders and implying decisions of the Bureau shall be authenticated by the signature of the Director-General or any other officer of the Bureau authorised by the Director- General in this behalf. <\/p>\n\n\n\n<p class=\"text-left\"><b>Read our Article<\/b>:<mark style=\"background: #fffd03 !important;\"><a href=\"https:\/\/corpbiz.io\/learning\/energy-efficiency-standards-and-labelling-in-india\/\">Energy Efficiency Standards and Labelling in India\n<\/a><\/mark><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The bureau of Energy Efficiency (BEE) was set up by Government of India on March 1, 2002 and it falls under the provisions of the Energy Conservation Act, 2001.
