Central Government has been empowered by the Act to specify the Energy Efficiency Standards;<\/li>\n\n\n\n<li>The Act prohibits the manufacture or supply or sale of any articles which do not meet the standards of Energy Efficiency;<\/li>\n\n\n\n<li>The act specifies that the Energy efficiency performance level shall be displayed on equipment and appliances.<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_is_the_role_of_the_Bureau_of_Energy_efficiency\"><\/span>What is the role of the Bureau of Energy efficiency?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul>\n<li>The Bureau has been established in the year 2002, under the Energy Conservation Act of 2001,<\/li>\n\n\n\n<li>Implementation of the following for improving the energy efficiency through various regulatory and promotional instruments:<\/li>\n<\/ul>\n\n\n\n<ol>\n<li>Planning, managing and implementing the provisions of the Energy Conservation Act,<\/li>\n\n\n\n<li>Appliance\/Equipment standards and labeling,<\/li>\n\n\n\n<li>Following benchmark for industrial energy,<\/li>\n\n\n\n<li>Energy preservation building codes,<\/li>\n\n\n\n<li>Monitoring the energy use in high consumption units,<\/li>\n\n\n\n<li>Certification and accreditation of energy managers and auditors,<\/li>\n<\/ol>\n\n\n\n<ul>\n<li>Providing direction to National Energy Consumption activities through the manner of Policy framework<\/li>\n\n\n\n<li>Dissemination of information and accurate knowledge for facilitating and demonstrating pilot projects<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Institutional_Framework_for_Regulating_Energy_Efficiency\"><\/span>Institutional Framework for Regulating Energy\nEfficiency<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p><strong>Bureau of Indian\nStandards (BIS)<\/strong><\/p>\n\n\n\n<p>BIS is a national\nstandards body responsible for formulation and implementation of National\nStandards. The role of BIS includes production certification, quality system certification\nand EMS certification among others.<\/p>\n\n\n\n<p><strong>Bureau of Energy\nEfficiency (BEE)<\/strong><\/p>\n\n\n\n<p>As already stated\nBEE has been established for the implementation and monitoring of Energy\nConservation Act, 2001. And one of the key areas of the Energy Conservation Act\nis Standards and Labeling. It also includes formulation of Energy Efficiency\nStandards.<\/p>\n\n\n\n<p>Other institution\nunder the framework includes the following:<\/p>\n\n\n\n<ol>\n<li>Laboratories\nunder National Accreditation Board of laboratories;<\/li>\n\n\n\n<li>Educational\nInstitutions;<\/li>\n\n\n\n<li>Manufacturers and\ntheir associations;<\/li>\n\n\n\n<li>Consumer Welfare Organizations;<\/li>\n\n\n\n<li>Ministries and\nKey Personnel.<\/li>\n<\/ol>\n\n\n\n<p><strong>Mission of\nStandards and Labeling Program <\/strong><\/p>\n\n\n\n<p>The purpose for\nwhich the Energy Standards and Labeling Program is established is based upon\nthe following motives:<\/p>\n\n\n\n<ol>\n<li>Reduction of\nOverall Energy Consumption by bringing in use of Energy efficiency\nEquipment\/appliances;<\/li>\n\n\n\n<li>Targeting an avoided capacity addition of over 3000 MW under the 5 year plan of Government of India.<\/li>\n<\/ol>\n\n\n\n<p><strong>Also Read:<\/strong> <strong><a href=\"https:\/\/corpbiz.io\/learning\/bee-registration-process-in-india\/\" target=\"_blank\" rel=\"noreferrer noopener\">BEE Registration Process in India: Explained<\/a><\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Methodology_followed_for_Energy_Standards_and_Labeling\"><\/span>Methodology followed for Energy Standards and Labeling\n<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The wholesome\nprocess of Energy Standards and Labeling is done through the manner of\nfollowing steps:<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Step 1: Deciding if it is necessary to implement the\nEnergy Standards. If yes, then how to attain it<\/h3>\n\n\n\n<ol>\n<li>The potential\nbenefits of the Standards by qualifying their monetary and environmental\nbenefits shall be addressed on priority basis. <\/li>\n\n\n\n<li>Dissemination of\nthe products on the basis of the priority shall be second thing in line to be\ntaken care of.<\/li>\n\n\n\n<li>The data collected over the period of time shall be\nassessed based upon the needs and requirements.<\/li>\n\n\n\n<li>Continuously\nupdating as per the test procedures and testing facilities adopted in other\ncountries.<\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\">Step 2: Development of testing capabilities<\/h3>\n\n\n\n<ol>\n<li>A standard\ntesting facility shall be employed to evaluate all manufacturer\u2019 products in\nthe similar manner. <\/li>\n\n\n\n<li>Test procedures\nand process shall assure compliance with the testing requirements.<\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\">Step 3: Designing a labeling Program<\/h3>\n\n\n\n<p>The Energy label\nis the most important aspect of this program from the consumer\u2019 perspective.\nLabel design is an important element which can be established through proper\nconsumer research and study. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Step 4: Implementing a labeling program and setting standards<\/h3>\n\n\n\n<p>The standard\nshall be set in order to:<\/p>\n\n\n\n<ol>\n<li>Eradicate the\ninefficient models existing in the market;<\/li>\n\n\n\n<li>Dismissal of the\nimports of inefficient products;<\/li>\n\n\n\n<li>Development of more economically efficient product by\nencouraging the local manufacturers.<\/li>\n<\/ol>\n\n\n\n<p>Various types of\ntechnical and market analysis shall be conducted in order to ensure that the\nstandard achieve its targets and purpose for which it has been established.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Step 5: Designing and implementation of a\nCommunication Campaign<\/h3>\n\n\n\n<p>A communication\nCampaign capable of supporting the acceptance and use of new standards and\nlabels shall be in place. This campaign shall be well versed with correct and\naccurate information and shall target the right audience at the right point of\ntime.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Step 6: Ensuring the integrity of the program<\/h3>\n\n\n\n<p>Once\nthe program is initiated, a verification task shall be conducted in order to\ndetermine the energy efficiency performance of the product. This is done in\norder to ensure the integrity of the program in place.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Step 7: Evaluation of the program<\/h3>\n\n\n\n<p>In order to run the program over a long period of time, the program\u2019 performance shall be monitored by the Government from time to time in order to gather correct information so that the program can be adapted to ever changing scenarios and circumstances and to clearly demonstrate to the public in general that the actual benefits of the program is being achieved. A good program shall be revised and updated from time to time.
