According to the Basel Convention on e-waste, e-waste is categorised as hazardous waste due to the presence of toxic materials like lead, brominated flame &amp; mercury are considered <a href=\"https:\/\/corpbiz.io\/hazardous-waste-management-authorization\"><strong>hazardous waste<\/strong><\/a>. E-waste may also contain valuable metals like copper, nickel &amp; gold and rare materials of strategic value like palladium &amp; indium. These valuable metals could be recycled, recovered, and used as a valuable source of secondary raw materials. It has been documented that e-wastes are shipped to emerging countries where it&#8217;s often not managed in an environmentally sound manner, thus posing a severe threat to both the environment and human health. recycling;<\/li><li>Contribute towards emerging national e-waste inventories &amp; policies for implementation of the Basel Convention;<\/li><li>Systematise training activities on enforcement to boost Parties\u2019 capacities to control &amp; monitor e-waste transboundary shipments &amp; implement the Basel Convention;<\/li><li>Test and circulate the e-waste technical rules and the guidance or rule documents &amp; practical manuals developed under the Basel Convention Partnership Programme (BCPP) and the<strong> ESM (Environmentally Sound Management<\/strong><sup><a href=\"https:\/\/www.epa.gov\/international-cooperation\/environmentally-sound-management-waste-international-initiatives\"><strong>[1]<\/strong><\/a><\/sup><strong>)<\/strong> expert working group;<\/li><li>Provide collection &amp; exchange of best practices concerning ESM of e-wastes among parties, comprising g details on new technologies and cleaner production methods to minimise or lessen and prevent the production of hazardous e-waste.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_are_the_main_provisions_of_the_Basel_Convention_on_E-waste_or_Hazardous_Waste\"><\/span>What are the\nmain provisions of the Basel Convention on E-waste or Hazardous Waste?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The\nprimary goal of the Basel Convention is to safeguard human health and the\nenvironment against the contrary effects that may result from the generation,\ntransboundary movements &amp; management of hazardous waste and other waste. To\naccomplish this, various interrelated objectives are to be fulfilled:<\/p>\n\n\n\n<ol><li>Lessening transboundary\nmovements of wastes to a minimum consistent with their environmentally sound\n&amp; efficient management and controlling any allowed transboundary movement\nunder the terms of the Convention;<\/li><li>Heling emerging countries in\nthe environmentally sound management of the hazardous &amp; other wastes they\ngenerate;<\/li><li>Lessening the quantity &amp;\nthe hazardousness of wastes generated &amp; confirming their environmentally\nsound management comprising the treatment of such wastes as close as possible\nto their generation source.<\/li><\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Development_of_Technical_Guidelines_on_E-Waste_Basel_Convention_on_E-waste\"><\/span>Development of\nTechnical Guidelines on E-Waste: Basel Convention on E-waste<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The\nrevised technical rules or guidelines on transboundary movements of electronic\n&amp; electric wastes and used electronic &amp; electrical equipment, in\nparticular concerning the difference between waste &amp; non-waste under the\nBasel Convention, was introduced on an interim basis.<\/p>\n\n\n\n<p><strong>Work Following COP-13<\/strong><\/p>\n\n\n\n<p>At\nits 13<sup>th<\/sup> meeting, by its decision BC-13\/15, the COP set up an Expert\nWorking Group to undertake further work on the technical guidelines adopted on\nan interim basis at COP-12 and the Chinese Government has provided to lead the\nreferred work.<\/p>\n\n\n\n<p>Under\npara 11 of the same decision, the COP requested the Secretariat to develop, as\nvalid, and in consultation with the lead country, a revised questionnaire based\non para 3 of decision OWEG-10\/5, and send it out to parties &amp; others.\nParties &amp; others were invited to give responses to the questionnaire to the\nSecretariat in 2017.<\/p>\n\n\n\n<p>Compilation\nof responses to the questionnaire was set out to the OWEG at its 11<sup>th<\/sup>\nmeeting. Under para 3 of the same decision, the COP invited Parties and others\nto give comments in various aspects concerning the development of the technical\nguidelines.<\/p>\n\n\n\n<p><strong>Work following COP-14<\/strong><\/p>\n\n\n\n<p>At\nits 14<sup>th<\/sup> meeting, by its decision, the COP or Conference of the\nParties, acknowledged the need to look further into sub-para 32(a) &amp; 32(b)\nof the revised technical guidelines, in particular, the concerns of Parties on\nthe difference between non-waste &amp; waste to advance the work towards the\nfinalisation of the guidelines.<\/p>\n\n\n\n<p>Under\npara 7 of the same decision, the COP invited each regional group to reconsider\ntheir nomination &amp; nominate, as appropriate, through its Bureau\nrepresentatives, members of the expert working group with pertinent expertise\n&amp; knowledge.<\/p>\n\n\n\n<p>Under\npara 8 &amp; 9 of the same decision, the COP invited parties &amp; others to\nexamine and use, on a pilot basis, the revised technical guidelines and to\nsubmit, not more than 2 months before the 12<sup>th<\/sup> meeting of the\nopen-ended working group through the Secretariat.<\/p>\n\n\n\n<p>In\npara 13(a) of the same decision, the COP requested the Secretariat to continue\nto facilitate, subject to the availability of resources, training to emerging\ncountry Parties &amp; other parties in need of help in using the technical\nguidelines referred to in para 3 and to arrange such activities in association\nwith the Basel Convention regional &amp; coordinating centres or by other\nsuitable means.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Since\n2002, the Basel Convention has begun to address e-waste problems which\ncomprise, among others, environmentally sound management, prevention of\nunofficial traffic to developing countries &amp; building capacity around the\nworld to better manage e-waste.
