So there\nis a need to safeguard the growers and farmers against the sub-par sales of\nfarms products by offering them a base level price.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"An_Overview_on_the_Implementation_of_MIPS\"><\/span>An Overview on the Implementation of MIPS<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul><li>This\nscheme comes into effect when there is at least a ten per cent increase in the\nrate of production or a 10 per cent decrease in the ruling rate range when\ncontrasted with the previous year.&nbsp;<\/li><\/ul>\n\n\n\n<ul><li>The\nMIPS scheme covers Agri products that do not fall under other centrally\nsponsored schemes, Price support schemes, Minimum Support Prices. MIPS\nencompasses agricultural and horticultural products that are perishable and do\nnot fall under any other scheme<\/li><\/ul>\n\n\n\n<ul><li>Under\nthe MIS scheme, the agri-based items are procured at a fixed MIPS, i.e. Market\nIntervention Price by the National Agricultural Cooperative Marketing\nFederation of India Ltd (aka NAFED). NAFED has secured its legal status under\nMulti-State Co-operative Societies Act. It was constituted to advocate\ncooperative marketing of agricultural products to aid the growers and farmers\nacross India.&nbsp;<\/li><\/ul>\n\n\n\n<ul><li>NAFED\nis registered under the Multi-State Co-operative Societies Act. It was set up\nto promote Cooperative marketing of agricultural produce to benefit the\nfarmers. The primary role of NAFED is to ensure continual procurement of farm\nproducts till the prices surpass the MIPS.<\/li><\/ul>\n\n\n\n<ul><li>The\nimplementation of MIPS is done as per the needs raised by the state government\nagencies via NAFED. <\/li><\/ul>\n\n\n\n<p><strong><em>In\nsome cases, this scheme is implemented as per the specific request of UTs or\nState Governments, where the loss will be shared by the State and Central\nGovernment on a 50:50 basis (75:25 in the N-E States).<\/em><\/strong><\/p>\n\n\n\n<p><strong><em>In\nMIPS, Government does not allocate funds to each State. However, the Central\nGovernment shall share the losses as per the MIPS guidelines. The area for\noperation is confined to only the concerned State.<\/em><\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Eligible_agricultural_and_horticultural_products_that_fall_under_MIPS\"><\/span>Eligible agricultural and horticultural products that fall\nunder MIPS <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul><li>Apple&nbsp;<\/li><li>Oranges<\/li><li>Garlic<\/li><li>Coriander<\/li><li>Pepper<\/li><li>Mushrooms<\/li><li>Cloves<\/li><li>Malta<\/li><li>Pineapple<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_is_the_procedure_of_obtaining_the_MIPS_scheme\"><\/span>What is the procedure of obtaining the MIPS scheme?&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The MIP scheme is typically obtained via NAFED and agencies having the approval of the State Governments. Along with FCI, NAFED, Jute Corporation of India Ltd. (JCI), Competition Commission of India (CCI), and <strong>State Trading Corporation of India Limited (STC<\/strong><sup><a href=\"https:\/\/commerce.gov.in\/about-us\/public-sector-undertakings\/state-trading-corporation-stc\/\"><strong>[1]<\/strong><\/a><\/sup><strong>)<\/strong> are also actively participating in MIPS as part of the centrally authorized platforms. <\/p>\n\n\n\n<p>At\nthe state level, state warehousing corporations, state-level marketing boards,\nstate cooperative marketing federation, and state food and civil supplies\ndepartments are allied departments for MIS operation.&nbsp;<\/p>\n\n\n\n<p>To\nobtain MIPS, it has to be registered either under NAFED or respective state\ngovernments.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Individuals_or_departments_eligible_to_access_MIPS\"><\/span>Individuals or departments eligible to access MIPS<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul><li>Farmers<\/li><li>Agricultural\n     societies<\/li><li>Agriculture\n     departments of all states<\/li><li>Registered\n     Societies<\/li><li>Vegetable\n     associations<\/li><li>Taluk\n     Societies<\/li><li>Cooperative\n     societies<\/li><li>Special\n     MIPS in Kashmir<\/li><\/ul>\n\n\n\n<p>In\n2019, the GOI decided to implement this scheme for apple growers, especially in\nKashmir. The scheme was known as Special Market Intervention Price Scheme\n(SMIPS), which falls under the MIPS. Under this Scheme, Government does the\nmass procurement of apples at a farmer-friendly price.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Salient_Features_of_MIPS_Scheme\"><\/span>Salient Features of MIPS Scheme<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul><li>MIPS\n     cover the apple growers from the Kashmir territory.&nbsp;<\/li><li>Allows procurement\n     of the apples directly from the growers and aggregators<\/li><li>Projected\n     profit is accounted for Rs 2000 crores for the growers.<\/li><li>Government\n     agencies take charge of the apple procurement and transportation, i.e. no\n     expenses for farmers whatsoever,&nbsp;<\/li><li>The\n     present worth of the scheme is Rs 8000 crores.&nbsp;<\/li><li>Ensures\n     Seamless enrolment process, collection of bank account details, and\n     payment to beneficiaries owing to the involvement of the district\n     administration.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p> Market Intervention Price Scheme came as a relief for farmers who often have trouble securing good pay for their produce, particularly during the peak period.
