It is the responsibility of the PRO to collect and recycle batteries on behalf of the obligated producers and inform the regulator on their behalf.<\/p>\n\n\n\n<p>Also, It, is identified as a competent organization\nauthorized\/financed collectively or severally by producers who can take initiative\nfor the collection and channeling of e-waste produced from the &#8216;end-of-life&#8217; of\ntheir products to ensure that such e-waste is directed or managed without\nharming the environment.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Role_and_Responsibilities_of_PRO\"><\/span>Role and Responsibilities of PRO<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Producer responsibility Organization assist producers in one or\nmore of the following tasks\u2013<\/p>\n\n\n\n<ul><li>Accomplishing\n     collection goals,<\/li><li>Advancing\n     collection processes such as collection door to door<\/li><li>Implementation\n     of Buy Back<\/li><li>An\n     agreement under the guidelines issued by the Central Pollution Control\n     Board.<\/li><li>Administering\n     arrangements collection centres\/points may require setting up collection\n     Godowns or working via warehouses.<\/li><li>Ensure\n     verifiability of the collected and pipped e-waste &amp; recycle refined\n     plastic waste &amp; end of life waste.<\/li><li>Ensuring\n     environmentally sustainable recycling and dismantling.<\/li><li>Organizing\n     awareness program among consumers\/producers for collecting and channeling\n     waste Helping producers to file quarterly \/ annual returns in compliance\n     as per regulations.<\/li><li>Furnishing\n     the business plan of an extended producer as necessarily required.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"PRO_in_E-waste_management\"><\/span>PRO in E-waste management<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Producer Responsibility Organization plays a vital role in implementing EPR and working with a range of <strong>stakeholders<\/strong><sup><a href=\"https:\/\/en.wikipedia.org\/wiki\/Stakeholder_(corporate)\"><strong>[1]<\/strong><\/a><\/sup>, including governments, and creating systems to bring transparency and accountability.<\/p>\n\n\n\n<p>The PROs are required to initiate a responsible and efficient\ne-waste management system. Below mentioned are the few roles of the PROs-<\/p>\n\n\n\n<ul><li>Associating\n     with a group of producers regulated under the EPR framework fulfils their\n     regulatory requirements. This collaboration may involve developing the\n     rules of cooperation, including recognizing and setting up fair and\n     transparent collection\/recycling charges for various waste categories.<\/li><\/ul>\n\n\n\n<p>1. Structuring a holistic system for waste management that goes\nbeyond simple compliance by collaborating with stakeholders from the entire\nvalue chain, from the government authorities to municipalities, international\nmultilateral organizations, academic institutions, NGOs, and civil societies.\nSpecifically, the PROs must work towards associating with many informal waste\npickers and aggregators and building their capacity to formalize them.<\/p>\n\n\n\n<p>2. Expanding systems for transparency, visibility, and\naccountability in the entire value chain, i.e., collection to recycling. Critical operations that require attention are as follows:<\/p>\n\n\n\n<p>The MoEFCC has already taken a favorable initial step with the\nintroduction of targets to fulfill the EPR of producers. To build up these\nrules, the following steps must be taken:<\/p>\n\n\n\n<p>1. Initiating measures such that Producer responsibility\nOrganizations and recyclers exist separately and focus on their core\ncompetencies. To boost recyclers to focus on improving recycling processes and\ntechnologies. PROs must set up collection networks and create transparent and\naccountable systems.<\/p>\n\n\n\n<p>2. Instruct bulk consumers, including government institutions,\nto provide e-waste only to PROs so that collection procedures set up on behalf\nof producers are strengthened.<\/p>\n\n\n\n<p>3. Preparing a price direction guide for bulk consumers to sell\ntheir e-waste depending on the generated recycling returns.<\/p>\n\n\n\n<p>4. Bring out the average weight of products, components,\naccessories, input, and output devices.<\/p>\n\n\n\n<p>5. Include all Waste Electrical and Electronic Equipment in\ne-waste categories and bring in toxicity-based measures to identify product\ncategories to be covered.<\/p>\n\n\n\n<p>6. Providing information regularity on documents like Extended\nproducer Responsibility plans and its updates between CPCB and SPCBs at all\ntimes.<\/p>\n\n\n\n<p>7. The presence of PRO is to bring in some formal systems of working and a dialogue on accountability. Producers are required to have a lifelong vision and play an enabling role in developing collection channels and recycling infrastructure.
