<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>To obtain E-Waste Dismantler Authorisation under E-Waste (Management) Rules, 2016 from respective <a href=\"https:\/\/corpbiz.io\/state-pollution-control-board-spcb-noc\"><strong>SPCB <\/strong><\/a>in accordance with the norms under sub-rule (3) of rule 13.<\/p>\n\n\n\n<p>Every Dismantler\nof e-waste shall apply for E-Waste Dismantler Authorisation via form 4 in\ntriplicate to the respective SPCB. The said form must be filed with the\nfollowing documentation:<\/p>\n\n\n\n<ul><li>Consent to Establish (CTE) conferred by the respective SPCB under Air (Prevention and Control of Pollution) Act, 1981(21 of 1981) and the Water (Prevention and Control of Pollution) Act, 1974, (25 of 1974)<\/li><li>Consent to operate (CTO) conferred by the respective SPCB under Air (Prevention and Control of Pollution) Act, 1981(21 of 1981) and <strong>the Water (Prevention and Control of Pollution) Act, 1974<\/strong><sup><a href=\"https:\/\/cpcb.nic.in\/water-pollution\/\"><strong>[1]<\/strong><\/a><\/sup>, (25 of 1974)<\/li><li>Registration certificate granted by the DIC, i.e. District Industries Centre or any other competent agency.<\/li><li>Proof relating to unit\u2019s installed capacity and machinery granted by DIC, i.e. District Industries Centre or any other competent agency<\/li><li>In case of renewal, a compliance certificate of effluent &amp; health aspect <\/li><li>Details of units\nfor dismantling both manual and mechanised <\/li><li>Copy of agreement\nwith producer, collection unit, recycler <\/li><li>Details\npertaining to the storage for e-waste underwent dismantling process<\/li><li>Details of\nstorage for recovered and raw materials<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conditions_of_E-Waste_Dismantler_Authorisation_as_per_E-Waste_Management_Rules_2016\"><\/span>Conditions of E-Waste Dismantler Authorisation as per\nE-Waste (Management) Rules, 2016<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p><em><strong>Dismantlers with\nE-Waste Dismantler Authorisation are obligated to:&nbsp;<\/strong><\/em><\/p>\n\n\n\n<ul><li>Adheres to CPCB\u2019s guidelines relating to the processing<\/li><li>Ensure apt management of e-waste through its supply chain such as procurement, dismantling, storage, transportation etc.<\/li><li>Ensure that the process of dismantling stay in line with CPCB\u2019s norms and does not adversely affect the human life and the environment<\/li><li>Ensure that the dismantled e-waste is subjected to an apt segregation process and then sent to certified recycling units<\/li><li>Ensure that non-recyclable components or items are routed to certified disposal &amp;
