upto 20 &#8211; White category<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Is_it_mandatory_to_obtain_DPCC_License\"><\/span>Is it mandatory to obtain DPCC License?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>It is a mandatory for every Industrial\/ Commercial facility\/Health care unit to secure a certificate from <a href=\"https:\/\/corpbiz.io\/delhi-pollution-control-committee-authorization\"><strong>Delhi Pollution Control Committee<\/strong><\/a> to ensure that they take apt measures to curtail Environmental Pollution.<\/p>\n\n\n\n<p>Pollution\ntriggered by industries can be in any form like trade effluent discharge, air\nemissions, Plastic waste, hazardous waste generation, Battery waste, Electronic\nwaste, which are hazardous to the environment and public health. Thus, such\nindustries are obligated to their register with DPCC and secure CTO and CTE in\na phase-wise manner.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Information_to_be_provided_in_the_form_for_DPCC_license\"><\/span>Information to be provided in the form for DPCC license<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul><li>Name of the applicant and contact detail<\/li><li>Facility address<\/li><li>Status of the unit<\/li><li>Latitude\/Longitude of the premises<\/li><li>Contact detail of the Managing partner or officer accountable for matters linked with pollution control<\/li><li>Total capital invested in the plant<\/li><li>CETP Society membership (if the unit is located in an industrial area)<\/li><li>Total plot and build-up area (in sqr meters)<\/li><li>Status of environment clearance<\/li><li>Sanctioned Power Load<\/li><li>Commencing date of production for Proposed or Existing unit<\/li><li>Workforce detail<\/li><li>List of products and by-products<\/li><li>List of raw materials<\/li><li>Water consumption and waste generation<\/li><li>Details of CGWA\/DJB\/DC permission in case of groundwater connection<\/li><li>Detail of DG sets<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Steps_to_secure_DPCC_License\"><\/span>Steps to secure DPCC License<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p><strong><em>Apply CTE\napplication<\/em><\/strong><\/p>\n\n\n\n<p>Apply for CTE,\ni.e. Consent to Establish by filing a prescribed application with SPCB. The\napplicant can use the SPCB portal for this purpose. While filing such an\napplication, they are required to submit information as mentioned above.<\/p>\n\n\n\n<p><strong><em>Respond to\nQueries raised by DPCC<\/em><\/strong><\/p>\n\n\n\n<p>The online\napplication will then be sent to the concerned department of DPCC for further\nprocessing. In case of any loopholes, DPCC Officer would raise the query\nelectronically. Furnish reply to such queries. On successful submission of a\nresponse, you shall be granted CTE consent.<\/p>\n\n\n\n<p><strong><em>Install Pollution\nControl Devices<\/em><\/strong><\/p>\n\n\n\n<p>Install\npollution control devices in your facility such as Sewage Treatment Plant,\nEffluent Treatment Plant, Bag filters, Wet Scrubber, etc., as per industry-wise\napplicability.<\/p>\n\n\n\n<p><strong><em>Conduct test for\nPollution Control Device via certified lab<\/em><\/strong><\/p>\n\n\n\n<p>Get lab testing\ndone of Pollution Control Devices by the certified lab of DPCC. The report\ngenerated after testing would determine whether the installed devices are in\nline with the underlying Environmental Norms or not.<\/p>\n\n\n\n<p><strong><em>Apply CTO\nApplication<\/em><\/strong><\/p>\n\n\n\n<p>Apply for\nConsent to Operate (CTO) and submit the requested particulars and attach the\nlab report along with mandatory documentation as applicable to your industries.<\/p>\n\n\n\n<p><strong><em>Respond to\nqueries raised by DPCC<\/em><\/strong><\/p>\n\n\n\n<p>Post application\nsubmission, the concerned department of DPCC shall conduct the verification\nprocess. If the department comes across some errors in the application form,\nthe same shall be intimated to the applicant via an online portal. The\napplicant is required to furnish their response in the prescribed timeline. The\nauthority shall grant the license post successful verification of the\napplicant\u2019s queries.<\/p>\n\n\n\n<p><strong><em>Apply\nAuthorization\/ Registration<\/em><\/strong><\/p>\n\n\n\n<p>Apart from\nfiling Consent to Establish and Consent to Operate application, certain\nfacilities may require to secure consent under the following depending on their\nnature of the operation:<\/p>\n\n\n\n<ul><li>E-waste Management,<\/li><li>Hazardous Waste Management,<\/li><li>Registration under Plastic waste Management<\/li><li>Battery Waste Management<\/li><\/ul>\n\n\n\n<p>The application\nformat for aforesaid categories remains more or less the same, with slight\nvariance in few details depending on the nature of work and other governing\nlegislation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Noteworthy_points_regarding_the_grant_of_DPCC_license\"><\/span>Noteworthy points regarding the grant of DPCC\nlicense&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ol><li>Facilitation of inaccurate detail and non-disclosure of vital information is subjected to penalties under governing Act.<\/li><li>The filing of applications regarding consent to Establish or consent to operate should be done online via the SPCB portal. The lack of the aforementioned documents and standard application fee shall incur the chances of cancellation.<\/li><li>For online filing, DSC is mandatory.<\/li><li>Adding the term \u201cNot Applicable\u201d is compulsory against the items that are irrelevant to the activity.<\/li><li>Applicants can add an extra sheet if there is a space constraint for any item in the form.<\/li><li>Mentioning competent agencies is compulsory that govern any aspect of the facility.<\/li><li>The application for CTE or CTO shall be accompanied by the aforesaid documents. The list of the document is also cited on the last page of the form.<\/li><li>Applicant must enclose his\/her signature on required pages for physical submission of application to DPCC\u2019s postal address.<\/li><li>Plastic Bags manufacturers and plastic waste recycles are mandated to apply for Authorisation under <strong>PWM Rules, 2016<\/strong><sup><a href=\"https:\/\/cpcb.nic.in\/rules-4\/\"><strong>[1]<\/strong><\/a><\/sup> while applying for CTO under Air &amp; Water Act.<\/li><li>The units falling under Hazardous &amp; Other Waste (Management &amp; Transboundary Movement) Rules 2016 should mandatorily apply for authorisation under such rules while seeking CTO\/Renewal Air &amp; Water Act.<\/li><\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion&nbsp;<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>DPCC seeks various documentation for the grant of DPCC license.
