seek PIBOs to identify modalities for waste collection system under <a href=\"https:\/\/corpbiz.io\/epr-registration\"><strong>Extended Producers Responsibility<\/strong><\/a> (EPR). EPR implies the accountability of the producers for the environment-friendly management of product until the end of its service life. <\/p>\n\n\n\n<p>Local bodies are accountable for\nestablishing of PWM system in coordination with PIBOs. Moreover, PIBOs\nfunctioning in more than two states is mandated to secure a permit from CPCB\nvia Form I discussed below. Similarly, PIBOs operating in one or two states are\nrequired to secure registration from the State Pollution Control Board\/PCC. It\nis compulsory for PIBOs to furnish EPR Action Plan for PWM to secure such a\nregistration. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Types_of_Forms_available_under_PWM_Rules\"><\/span>Types of Forms available under PWM Rules<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Form- I: Application for\nregistration for Brand owners or producers <\/p>\n\n\n\n<p>Form-II: Application for\nRegistration of Facilities involved with the processing or recycling of plastic\nwaste<\/p>\n\n\n\n<p>Form-III: Application for the\nmanufacturers of Plastic Raw Materials <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Significance_of_EPR_Action_Plan_for_PWM_registration\"><\/span>Significance\nof EPR Action Plan for PWM registration <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>EPR Action Plan must be furnished\nby PIBOs operating in more than two states to secure registration from CPCB.\nPIBOs shall comply with EPR in all the States\/UTs in which they are rolling out\ntheir products.<\/p>\n\n\n\n<p>EPR target for a specific\nState\/UT shall be equivalent to the type and amount of plastic produced by them\nin the marketplace (post customer waste) in the particular State \/UT.<\/p>\n\n\n\n<p>The PIBOs have three options as\navailable under Annexure I for EPR plan implementation in the States\/UTs in\nwhich they are rolling out their products: <\/p>\n\n\n\n<ul><li>PWM via Own Distribution Channel <\/li><li>PWM via Direct engagement with ULB, i.e., Urban Local Body<\/li><li>PWM via coordination with WMA, i.e., Waste Management Agency. Post such an engagement, the said agency should be engaged with respective ULBs. PIBOs have the liberty to choose any or all of the options above. <\/li><\/ul>\n\n\n\n<p>It must be ensured that the total\ntype and amount of plastic-related wastes managed via the above options in a\nspecific State\/UT fulfil the EPR target of the respective PIBO for the\nconcerned State\/UT. <\/p>\n\n\n\n<p>WMAs, if involved, shall be registered\nwith the respective ULB\/any authority operating under the State&#8217;s consent.\nParticulars of such WMAs shall be shared with the concerned SPCB\/PCC by the\ndesignated state authority\/ULB. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Documentations_to_be_Furnished_for_Securing_Registration_from_CPCB\"><\/span>Documentations\nto be Furnished for Securing Registration from CPCB<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul><li>Proof of sale executed in more than two states (Tax\ninvoice\/GST etc.)&nbsp; <\/li><li>DIC certificate for unit possessing production\nfacility<\/li><li>Valid permission is granted under Air &amp; Water\nAct in case the unit has a production facility<\/li><li>Documents relating to Action Plan for meeting EPR\nliability ( State\/UT wise)<\/li><li>The document granted by ULB\/concerned state\nauthority related to the involvement of PIBO\/WMA (as applicable) <\/li><li>Registration granted by State pollution board\/PCC\nto Plastic Waste Processing Unit <\/li><li>Agreement of PIBO\/WMA with Plastic waste processor\n(as applicable)<\/li><li>Agreement of PIBO with WMA (as applicable)<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conditions_for_application_processing\"><\/span>Conditions\nfor application processing <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul><li>The application shall undergo scrutiny conducted by\nCPCB. In case said authority came across some errors during such an inspection,\nthey shall intimate the application within seven days of receipt of the\napplication. If the applicant fails to respond within thirty days, the\ncancelation of the application will come to effect.<\/li><li>The certificate shall be considered to be generated\nif the authority does not send any response with one of the receipts of the\napplication. <\/li><li>Within CPCB, the reason for delay will be examined\n&amp; officials accountable for the delay shall be obligated to render a reason\nfor the same. <\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conditions_relating_to_the_Grant_of_Registration\"><\/span>Conditions\nrelating to the Grant of Registration <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul><li>A new registration shall remain valid for one year\nas per PWM rules<\/li><li>Subsequent registrations shall come with a validity\nof three years <\/li><li>A registration certificate shall be granted via the\nonline portal within seven days of submitting the complete application. <\/li><li>Member Secretary, CPCB shall serve as the primary\nauthority for granting the certificate. The respective Divisional Head shall\nact as a designated signatory who encloses his\/her signature on the\ncertificate. <\/li><li>Registration copy and EPR Action Plan shall be\nshared with the respective SPCB\/PCCs &amp; the Nodal agency operating under\nState Government\/ UT Administrator. <\/li><li>Details relating to the EPR Action Plan of all\nPIBOs functional in a State\/UT shall be displayed on the concerned authority&#8217;s website\nas per format of Annexure-VII.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Necessary_Details_and_enclosures_for_Form_I\"><\/span>Necessary\nDetails and enclosures for Form I <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>For Producer: Part A: General <\/p>\n\n\n\n<ul><li>Unit\u2019s name and location<\/li><li>Products to be manufactured such as Carry bag\n(Petro-based and Compostable) and Multilayered Plastic<\/li><li>Production capacity of the Plant<\/li><li>Previous registration number, if available<\/li><li>Detail of registration certificate granted by District Industries Centre, if\navailable<\/li><li>Overall\ncost of the plant <\/li><li>Year\nof commencement of production<\/li><li>List\nof products and raw material used <\/li><li>Manufacturing\nprocess flowchart indicating input and output relating to products and waste\ngeneration <\/li><li>Thickness\ncompliances&nbsp; Chairman\nCPCB shall be the only authority to decide on the cancellation or suspension. <\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion <span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p><a href=\"https:\/\/corpbiz.io\/plastic-waste-management-authorization\"><strong>Plastic Waste Management<\/strong><\/a> Rules 2016 facilitate a statuary framework for the management of plastic waste coming from potential sources in the country. The PWM rules seek to focus on plastic waste minimization, recycling, &amp; source segregation.
