From 1st April, 1995, the scheme has been implemented\non watershed basis under the new guidelines for Watershed Development.<\/p>\n\n\n\n<p>The scheme helps in generation of\nemployment in rural areas besides enhancing people\u2019s participation in the\nwastelands development programmes. It\nwas set up in order to evolve mechanisms for integrated development of\nnon-forest wastelands through systematic planning and implementation, which was\nto be done in a cost-effective manner so that the needs of the people in rural\nareas could be met especially in respect of fuel wood and fodder. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Primary\nObjective of NGO Registration Scheme<\/h4>\n\n\n\n<p>The primary objective for the NGO registration scheme was to attract, channelize and mobilize the resources from the financial institutions that exist like the banks, the corporate bodies which also included entrepreneurs and other industries for development of wastelands in non-forest areas belonging to Central and State Governments, panchayats, village communities, private farmers\u00a0 and other related organizations.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Promote Group of Farmers<\/h3>\n\n\n\n<p>The other important objective to\nbring such a scheme into action was in order to promote the group of farmers of\ndifferent categories, specifically, small, large, marginal and SCs\/STs for transporting\nwastelands under productive usage. It is because they themselves own large\ntracts of land and are dependent on the state to provide them with employment. <\/p>\n\n\n\n<p>But such a scheme would help these\nsmall scale workers or farmers to sustain a life of their own and earn for\nthemselves and their family. This would also be beneficial to the government as\nthe NGO\u2019s involved in such activity would help the government grow its\nagricultural revenues.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Employment Generation<\/h3>\n\n\n\n<p>As already stated this would create\na wide scale employment generation for the ones who are deprived of any\nemployment opportunity. This employment generation would be done through land\ndevelopment and other allied land-based and related activities including\nplantations.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Production of Forestry Products<\/h3>\n\n\n\n<p>The other objective is also to simplify\nthe production and flow of surplus biomass containing farm forestry products\nthat are used as raw material inputs for various types of industries as well as\nhorticulture or commercial plantations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_are_the_types_of_Activities_carried_out_by_the_Small_Scale_Farmers_in_case_a_NGO_is_working_on_Non-Forest_Wastelands_Scheme\"><\/span>What are the types of Activities carried out by the Small Scale Farmers in\ncase a NGO is working on Non-Forest Wastelands Scheme?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The main activities carried out\nunder this scheme by the farmers and other small scale workers during NGO\nregistration for development of Non-Forest Wastelands are:-<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Soil &amp; Moisture Conservation Measures<\/h3>\n\n\n\n<p>Soil and moisture conservation\nmeasures like terracing, bending, trenching, vegetative barriers and other\nrelated agricultural activities. This is done because Soil and water are\nindispensable for the existence and survival of all terrestrial life. These are\nthe basic resources to the requirement for food, feed, fuel, and fiber of human\nbeings. Soil supports plant life by providing a medium for their growth and\ndevelopment. It is a non-renewable resource that needs to be saved. <\/p>\n\n\n\n<p>There are certain preservation\nmeasures that can reduce soil erosion. Soil or land administration practices\nsuch as ploughing and cropping practices, directly affect the whole soil\nerosion problems on a farm. When crop rotations or changing ploughing practices\nare not sufficient to control erosion on the field, a mixture of measures might\nbe essential. For example, strip cropping, contour plowing or terracing can be\nconsidered.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Planting &amp; Sowing<\/h3>\n\n\n\n<p>Planting and sowing of multi-purpose\nshrubs, trees, grasses, legumes, and pasture land expansion such as Farm\nForestry. It is the name given to programs that promotes commercial tree\ngrowing by farmers on their land. It can also defined as the practice of\nplantation in all aspects and the farms or village lands integrated with other\noperations related to planting &amp; sowing.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Encouraging Natural Regeneration<\/h3>\n\n\n\n<p>Encouraging natural regeneration\nwhich occurs when new seedlings or sprouts are produced by trees left on or\nnear the site. Through natural restoration, existing trees reproduces them and\ndevelop into a natural community based on the location circumstances. This\nactivity is encouraged because Natural regeneration is typically less expensive\nto initiate, uses trees that are established to grow in the instinctive soils,\nand can be recognized in high masses that produce straight, high-quality branches.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Promotion of Agro-Forestry and Horticulture<\/h3>\n\n\n\n<p>The future to better agricultural practice is known as <strong>Agro-forestry<\/strong><sup><a href=\"https:\/\/en.wikipedia.org\/wiki\/Agroforestry\"><strong>[1]<\/strong><\/a><\/sup>. This is particularly very effective for small scale farmers. It helps in increasing crop harvest, conserving soil as well as improving its quality, deals with livestock benefits, helps in boosting biodiversity, saves energy, and a lot more.&nbsp; Nevertheless, due to lack of preparation and knowledge, not many small scale farmers are able to run-through and it is here that the role of NGO comes in as they can train these farmers and provide them with the specified knowledge.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Wood Substitution &amp; Fuel Conservation<\/h3>\n\n\n\n<p>Wood substitution and fuel-wood\nconservation measures as substituting wood for fossil fuels and energy\nintensive materials is a better strategy in mitigating climate change than\nstoring more carbon in forests.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Grants Provided<\/h3>\n\n\n\n<p>Grant is provided to activities\ndirectly or indirectly associated with wastelands development and afforestation.\nThe project intended for creating awareness, training, extension, appropriate\ntechnology application, and publicity is also deliberated under this scheme.\nPriority is offered to:<\/p>\n\n\n\n<ul><li>Formation of decentralized public nursery as\nwell as school nursery;<\/li><li>Block plantations on unrestricted land, on the\nlands of SC or ST and people residing below the poverty line;<\/li><li>Grassland development by public &nbsp;participation.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>It is pertinent to mention that the\nprovision related to development of Non-Forest Wastelands has been made for advancement\nof not only individuals but also the government had its own motive for\nimplementing the scheme as already discussed it would increase the agricultural\noutput, the wasteland would be in use and also the government would be\nproviding employment.<\/p>\n\n\n\n<p>This scheme is a perfect example of\npublic-NGO partnership and how both of these institutions can work together to\npromote the welfare of these small scale farmers, individuals and in a way the\nnation at large.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The reorganized National Wastelands Development Board (NWDB)\u00a0was given the detailed responsibility to evolve mechanisms for combined development of non-forest wastelands through systematic preparation and implementation.
