The Bill was prepared on the ground of amendment made to the Homeopathy Central Council Act, 1973. The Act establishes the Central Council of Homeopathy which primary role is to regulate homeopathic practice and education. The Central Council, in the purview of this amendment, is required\nto opt for the reconstitution within 1 year from the date of supersession. In\n2019, the aforesaid period was amended to require the reformation of the\nCentral Council in 2 years.<\/p>\n\n\n\n<p>Meanwhile, during this course of time, the <em><strong>central government<\/strong><\/em><sup><a href=\"https:\/\/en.wikipedia.org\/wiki\/Central_government\"><em><strong>[1]<\/strong><\/em><\/a><\/sup> formed a Board of Governors, to utilize the rights of the Central Council. The Act was amended on the ground of extension for the period for the supersession related to the Central Council from 2 years to 3 years.&nbsp;<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" width=\"699\" height=\"340\" src=\"https:\/\/corpbiz.io\/learning\/wp-content\/uploads\/2020\/10\/image-38.png\" alt=\"Period for Supersession of Central Council\" class=\"wp-image-17713\" srcset=\"https:\/\/corpbiz.io\/learning\/wp-content\/uploads\/2020\/10\/image-38.png 699w, https:\/\/corpbiz.io\/learning\/wp-content\/uploads\/2020\/10\/image-38-300x146.png 300w\" sizes=\"(max-width: 699px) 100vw, 699px\" \/><\/figure><\/div>\n\n\n\n<p class=\"text-left\"><b>Read our article<\/b>:<mark style=\"background: #fffd03 !important;\"><a href=\"https:\/\/corpbiz.io\/learning\/the-rashtriya-raksha-university-bill-and-the-national-forensic-sciences-university-bill-2020\/\">The Rashtriya Raksha University Bill and the National Forensic Sciences University Bill, 2020<\/a><\/mark><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Historical_Context_of_the_Act\"><\/span>Historical Context&nbsp;of the Act<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Section 59 of the Homeopathy Central\nCouncil Act, 1973 mainly focuses on the constitution of the Central Council of Homeopathy\nfor the regulation of the maintenance of the Central Register of practitioners\nof Homeopathy, the educational standard of Homeopathy, and other related\nmatters.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Failed To Serve the Purpose<\/h3>\n\n\n\n<p>As the Central Council of Homeopathy had\nfailed to serve the purpose and showed non-compliance with the guidelines that\nwere enacted to protect the practice of Homeopathy and education standards, the\naforesaid Act was amended by the legislators vide the Homeopathy Central\nCouncil (Amendment) Act, 2018 to confer the right to the government&nbsp; to\nreplace the council and to formed the Board of Directors to execute the rights\nand carry out functions of the council under the said Act, till the reformation\nof the council within a year time period.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Failed To Get Reformed<\/h3>\n\n\n\n<p>The Central Council of Homeopathy failed to\nget reformed within the aforesaid timeline as the State Registers of Homeopathy\nwere failed to conduct elections for electing members to the Central Council.\nHenceforth, the authority decided to push forward the period of reconstitution\nof the Central Council for an additional one year vide Section 11 of the\nHomeopathy Central Council Act, 2019.&nbsp;<\/p>\n\n\n\n<p>During this course of time, Central\nGovernment decided to replace the Homeopathy Central Council Act, 1973 to\nensure the better functioning of the central council on membership issues and\nimparting transparency in the method of conferring approval to colleges and\npractice of Homeopathy. <\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Proposed_Decisions_2020\"><\/span>Proposed Decisions: 2020<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>In the purview of these proposed decisions,\nthe Central government finally comes up with the National Commission for Homeopathy\nBill, 2019. The same bill was approved by the higher house of parliament on\n18\/03\/2020. As the Central council of Homeopathy could not be formed within the\naforesaid timeline i: e two years and the central government were engaged with\ntheir inspection protocols for the academic year 2020-21, the Homeopathy Central\nCouncil Act, 1973 seek the relevant amendment for the extension of the period\nof reformation of the council from 2 years and 3 years. <\/p>\n\n\n\n<p>As Parliament was in the ideal state during\nthat course of time, the Homeopathy Central Council (Amendment) Ordinance, 2020\n(Ord. 6 of 2020) was made publically available on the 24\/04\/2020 under the\nguidance of the honorable President. The aforesaid Ordinance provides the\nextended timeline for reformation of the council from 2 years to 3 years.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The main aim of the said act is to improve the practice &amp; education of the Indian medicine system.
