States need to get liquor licenses without it; no one is allowed to sell liquor. That is the reason why restaurants and businesses in liquor require getting a liquor license. The <strong>Punjab Excise Department<\/strong> provides <a href=\"https:\/\/corpbiz.io\/liquor-license\"><strong>liquor license<\/strong><\/a> and the renewal of the liquor license after its expiration. Recently, the Chief Minister of Punjab has accepted a recommendation of the Excise Department, aligned to the advice of the Finance Department and to maintain the period of contract of liquor vends till <strong>31st March 2021<\/strong>. It has also been approved the Finance Department\u2019s recommendation the revenues, both for a license fee and MGR, for the period from <strong>1st April to 6th May 2020<\/strong>, may also be <strong>excise policy 2020-21<\/strong><sup><a href=\"https:\/\/haryanatax.gov.in\/HEX\/menuJSP\/excisepolicy_2020_2021.jsp\"><strong>[1]<\/strong><\/a><\/sup>, the department has invited applications for the renewal of groups or zones of 2019-2020 for the year 2020-2021 through a public notice. The minimum guaranteed revenue of each group or zone will be <strong>fixed 8%<\/strong> higher than last year. <\/li><li>Licensees will have to submit an application along with the renewal fee at Rs 10 Lakhs and payment details made to date. Also, an undertaking that they would deposit <strong>12% excess revenue<\/strong> of the minimum guaranteed revenue fixed for the group\/zone for the year 2019-20 by March 2020.<\/li><\/ul>\n\n\n\n<ul><li>The licensees have to <strong><em>submit an affidavit and deposit\nfixed license<\/em><\/strong> fee of Rs 600crore during 2019-20, which has been\nincreased to Rs 625 crore, while the additional fixed license fee of Rs 120\ncrore during 2019-20 has also increased to Rs 385 crore.<\/li><\/ul>\n\n\n\n<ul><li>The <strong><em>excise duty at retail has been increased\nnominally<\/em><\/strong>, Rs 5 for (PML) Punjab Medium Liquor, Rs 4 for the (IMFL) Indian-made\nforeign liquor, and Rs 2 for beer. At the wholesale stage, there is no increase\nin the excise duty rates in PML and IMFL and only a 5% increase in case of\nbeer. <\/li><\/ul>\n\n\n\n<ul><li>VAT paid on imported beer will be adjusted in\nadditional fixed license fees and <strong><em>an additional 12% revenue requirement for\nrenewal of licenses<\/em><\/strong> for next year. <\/li><\/ul>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" width=\"625\" height=\"405\" src=\"https:\/\/corpbiz.io\/learning\/wp-content\/uploads\/2020\/06\/image-128.png\" alt=\"Highlights of changes in Excise Policy 2020\" class=\"wp-image-11121\" srcset=\"https:\/\/corpbiz.io\/learning\/wp-content\/uploads\/2020\/06\/image-128.png 625w, https:\/\/corpbiz.io\/learning\/wp-content\/uploads\/2020\/06\/image-128-300x194.png 300w\" sizes=\"(max-width: 625px) 100vw, 625px\" \/><\/figure><\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"How_to_Get_a_Liquor_License_in_Punjab\"><\/span>How to Get a Liquor License in Punjab?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Punjab Liquor License is a permission granted to a\nbusinessman or a trader to alcoholic beverages to its bonafide members for the consumption\nof liquor in the legal premises. It is illegal for any citizen to dispense,\nmanufacture, or sell intoxicating alcohol without the valid Punjab Liquor\nLicense. The Government of Punjab has established rules and regulations under\nthe Punjab Liquor License Rules, 1932, to regulate the consumption and the\nsales of liquor. It is mandatory to acquire a liquor license for restaurants,\nhotels, clubs, etc.<\/p>\n\n\n\n<p>Punjab Liquor License is necessary to obtain under the\nprovisions of Punjab Liquor License Rules. Therefore this Act moderates the\nimport, distribution, manufacture, and sale of liquor, including spirits,\nLiquor, Tari, Pachawar, Beer, IMF, and all liquid, which consists of alcohol.\nBeer, including ale, stout, porter, and all other fermented Liquors made from\nmalt.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Importance_of_the_Punjab_Liquor_License\"><\/span>Importance of the Punjab Liquor License<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>Some of the significance of having the Punjab Liquor License\nis explained as Liquor License is that used to mitigate the additional sale of\nliquor. It will be charged at the rate indicated:<\/em><\/strong><\/p>\n\n\n\n<ul><li>Grant of License [for the retail sale of liquor]\nin form L-2&nbsp; \u2013 Rs. 5,000 (One time)<\/li><li>Renewal of License [for the retail sale of\nliquor] in Form L-2 \u2013 Rs. 1, 50,000 p.a.<\/li><\/ul>\n\n\n\n<p><strong><em>Exemption from Payment of Fee<\/em><\/strong><\/p>\n\n\n\n<p>A Punjab liquor license for the reduction of country spirit is\nexempted from payment in form L-16.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Fixed_and_Assessed_Fees\"><\/span>Fixed and Assessed Fees<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Punjab Liquor License in Form L-17<\/strong><\/h3>\n\n\n\n<p>A license for vend of denatured spirit will be granted on\nfixed fees, in <strong>form L-17<\/strong> in addition\nto the fee assessed according to sale. The rates of fixed fees are given here:<\/p>\n\n\n\n<ul><li>5,000 per annum for a license for 1 year to\npossess a quantity of five hundred gallons at one time<\/li><li>50,000 per annum for a license for 1 year to\npossess quantity exceeding five hundred gallons at one time<\/li><\/ul>\n\n\n\n<p><strong><em>The assessment must be based on the following scale:<\/em><\/strong><\/p>\n\n\n\n<ul><li>Twenty-two rupees per imperial gallon<\/li><li>Forty-four rupees per dozen quartz bottles, in\npossession of the license<\/li><\/ul>\n\n\n\n<p>A license in form L17 for the retail vend of rectified\nspirit denatured with 2% kerosene for use as motor fuel must be granted on\npayment of a fee of rupees five.<\/p>\n\n\n\n<div class=\"shadow1\"><strong>Note:<\/strong> The fixed fee is payable in advance, and the assessed fee will be recovered at the time of issue of the license in form L 32. No assessment fee will be charged with the quantity of denatured spirit on which such fee has already been recovered in Punjab.<\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Punjab Liquor License in Form L-17 \u2013B<\/h3>\n\n\n\n<p>A license in <strong>form\nL17-B<\/strong> for vend of Methyl Alcohol\/Methanol must be granted on fixed fees in\naddition to the fee assessed according to the sale. The following are the rate\nof fixed fees:<\/p>\n\n\n\n<p>3000 p.a. needs to be paid for a liquor license for 1 year\nto possess a quantity of 500 gallons at one time.<\/p>\n\n\n\n<p><strong><em>The assessment must be based on the following scale:<\/em><\/strong><\/p>\n\n\n\n<ul><li>Twenty-two rupees per imperial gallons<\/li><li>Twenty-two rupees per dozen bottles, in possession\nof the licensee.<\/li><\/ul>\n\n\n\n<div class=\"shadow1\"><strong>Note:<\/strong> The fixed\nfee is payable in advance, and the assessed fee will be recovered at the time\nof issue of the liquor permit in form L-32 A. Provided that no assessment fee\nwill be charged with the quantity of Methyl Alcohol\/Methanol on which such fee\nhas already been recovered in Punjab.<\/div>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Assessed_Fees\"><\/span>Assessed Fees<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The following Punjab liquor licenses are granted on assessed\nfees:<\/p>\n\n\n\n<ul><li>Wholesale and retail vend of the foreign liquor\nto the public only<\/li><li>Retail of foreign liquor in bars attached to a\nrestaurant<\/li><li>Retail of foreign liquor in restaurants<\/li><li>Retail of foreign liquor to an expatriated\nemployee<\/li><li>Retail of foreign liquor in hotels or bungalow<\/li><li>Retail of foreign liquor in the railway dining\ncars<\/li><li>Retail of foreign liquor in the railway\nrefreshment rooms<\/li><li>Retail of foreign liquor at the bar attached\npermanently to a theatre or cinema or another such place of entertainment<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Auction_Fee\"><\/span>Auction Fee<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>The following liquor licenses are granted on fee fixed by\nauction; the Excise Commissioner grants any license on payment of a fixed fee:<\/p>\n\n\n\n<ul><li>A liquor license for the retail vend of country\nspirit for consumption on any of the premises<\/li><li>A liquor license for the retail vend of country\nspirit for consumption off the premises<\/li><li>A liquor license for the retail vend of country\nspirit on special occasions<\/li><li>A license for the manufacture and retail vend of\ncountry fermented liquor<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Punjab_Liquor_License_Renewal_Procedure\"><\/span>Punjab Liquor License Renewal Procedure<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<ul><li>Punjab Liquor License requires to be renewed not\nless than <strong>1 month<\/strong> before the\nearliest day on which the liquor license gets expired. The applicant has to\napply for the bar license renewal in the prescribed format to the concerned\nauthority.<\/li><li>Non-Renewal of a liquor license within the time\nlimit will result in loss of eligibility for insurance coverage and also\nappropriate legal action taken by Punjab Government, Excise Department, or any\nother Department body.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p>A Liquor License is granted by the Punjab excise department to those who sell and distribute alcohol and other alcoholic beverages.
